The criminal went to extremes to make it look like she died from a bear attack. Leaving behind a toe convinced everyone that she was gone. Sheila had the opportunity and the money to start a new life far from Los Angeles.
However, her obsession with Finn and Hayes Finnegan (Piper Harriot) keeps her in town. Deacon Sharpe (Sean Kanan) pointed out that Sheila burned all her bridges with Finn.

Deacon Sharpe is incredulous that Sheila Carter thinks she still has a chance with Finn Finnegan. The demented birth mom nearly killed her son. Then Sheila shot Steffy Forrester (Jacqueline MacInnes Wood) to prevent her from calling for help.
Moreover, her actions put Steffy and Finn into comas. Not to mention the young couple suffered for months. Then Sheila almost killed Li Finnegan (Naomi Matsuda) and kept Finn hostage.
Despite these things, Sheila believes that Finn is her last hope. After all, none of Sheila's other children want anything to do with her. Deacon will try to convince his roomie that Finn will never forgive her. Sheila would just put herself in danger by trying to see her son.
